Caracas, 07/08/2014.- Southern Common Market is an economic and political agreement among Member states.
Its purpose is to promote free trade and fluid movement of: goods, people, and currency. It has been updated, amended, and changed many times since. Now are a full customs union and a trading bloc.
Mercosur and the Andean Community of Nations are customs unions that are components of a continuing process of South American integration connected to the Union of South American Nations.
HISTORY
- Mercosur was established in 1991 by the Treaty of Asunción, which was later amended and updated by the Treaty of Ouro Preto on 1994.
- In 1985, when Presidents Raúl Alfonsín of Argentina and José Sarney of Brazil, both signed the Integration and the Economics Cooperation Program or PICE.
- The founding of the Mercosur Parliament was agreed upon at the presidential summit on December 2004. It was expected that will reach to 18 representatives by each country for the 2010, regardless of population.
MEMBER STATES
- Mercosur is composed of 5 sovereign member states: Argentina; Brazil; Paraguay; Uruguay and Venezuela. Bolivia became an acceding as member on 7 December 2012.
- Mercosur currently concerns to the following Work Subgroups such as: Commercial Matters; Customs Matters; Technical Standards; Tax and Monetary Policies Relating to the Trade. Including Land Transport; Sea Transport; Industrial and Technology Policies. Also the Agricultural Policy; Energy Policy and the Coordination of Macroeconomic Policies relevant at Labor, Employment and Social Security Matters.

- The territory of Mercosur is composed by five countries that are connected with twelve nations of South America and with their populations.
- Including the overseas territories of the member states, in addition Mercosur experiences all types of climate from Arctic to the most wonderful tropical weather.
- The majority of the population lives in areas with a wonderful subtropical climate (Uruguay, Southern Paraguay, Northeastern Argentina and Southern and Southeastern Brazil), have a marvelous tropical climate (Venezuela and Northeastern Brazil).
COMMON MARKET GROUP
The Group is
the executive body of Mercosur, and is coordinated
by the Ministries of Foreign Affairs of the member states.
Its basic
duties are compromised to compliance with the Asuncion Treaty and also take resolutions
required for the implementation of the decisions made by the Council.
Furthermore,
it is able to initiate practical measures for the trade opening, coordination
of macroeconomic policies,
and negotiates the agreements with the nonmember states and international
agencies.
It has the
authority of: organize, coordinate and supervise the Work Subgroups and call
for special meetings to deal with issues of interest.

Composition: The Common Market Group shall be made up by four permanent members and its four alternates from each member state that will represent the following public agencies : (I) Ministry of Foreign Affairs; (II) the Ministry of Economy, or the equivalent (from industry, foreign affairs and/or economic coordination); and (III) the Central Bank.The members of the Common Market Group is appointed by a given member state that will constitute the National Section of the Common Market Group for that nation in particular.
Meetings: The Common Market Group will meet ordinarily at least once every each quarter with the member states by rotating alphabetical order.
Special
meetings may be freely called at any time but with a previously scheduled place
established. The meetings will be coordinated by the Head at the host member
state Delegation.
Decision Making: Common Market Group decisions shall be made by consensus, with the
representation of all member states. The official
Mercosur languages will be Portuguese and Spanish,
and the official version of all work papers will be prepared in the language of
the country that will hosting the meeting.
ADMINISTRATIVE AND SOCIOECONOMIC
The Administrative Office
will keep documents and will issue the Mercosur official
bulletin in both languages: Portuguese and Spanish. Besides it is responsible
for communicating the activities of the Common Market Group to allowing the
maximum disclosure about the decisions made accompanied with relevant
documentation.
The Socioeconomic Advisory Forum is consultative by its nature, and represents the different socio socioeconomic sectors of the member nations.
